Yes it was. Thats according to an elder fellow I once knew who escaped from Germany prior to WW2 starting.
It was a sick place till the Nazis came to full power and then it became a terror to live there. Friends sold out friends and sons turned in parents to the nazis for favors-I.E. power.
Not quite this fast — which suggests that the fever may pass as quickly as it came.
