I certainly don't mind "giving to" people who I deem are worthy, but I am certainly not "giving back" anything.

If you took anything, it was from your parents. And you don’t have to pay them back, since their reward is you living a happy life. Everything else you got from the market, which was already paid for, or from the state. Either you’ll repay the state in taxes, or they won’t deamnd anything back anyway.

Excellent point. How about starting the program with EVERYONE who took Food Stamps, Welfare, and Public Housing for a period of over 1 year. They could give back to the community for all that they’ve taken.

Indeed, being a taxpayer that is well planted into the 28% bracket, I'm wondering when the community is going to "give back" to me.
The state - we pay taxes for defense and roads. Apart from that, we owe the state nothing.
