When exactly did it become accepted that ideology is a bad thing, and on what basis?

He meant to say “conservative” ideology, as I think he believes liberal ideology is the mandated status quo.

It has been universally accepted among conservatives since Edmund Burke that ideology is a bad thing. Read Russell Kirk for an American exposition of why.
