So he's got no problem with the recorded "sale or transfer of firearms to criminals and youth"?

Basically, you'd have to say yes. Rep. Rush was once convicted of some sort of unspecified "illegal gun possession" ~ either for possessing an "illegal gun", or that he wasn't allowed to possess guns, or something.
I suspect he's trying to legalize whatever it was he did so you'd be well advised to look for a retroactivity clause in this proposal.
