Political reality dictated what could be done about illegal immigration, and illegal immigration was not a campaign issue in 2000, 2004, or even 2008.

Bush didn't have the same stand as Democrats, he was the one insisting on enforcement first, fencing, fines and back of the line. (you are fixing to see what the Democrats stand is).

He insisted on enforcement for years all the while leaving the border open. How does that work?
