Thanks for the link. I have read that in the past and I scanned it quickly. I think it is out of date in that the legislature took away any non-legislative way to add any guns to the "assault weapons" list. The "experts", such as may exist within the Kalifornia bureaucracy, must have signalled the hopelessness of the whole thing to the legislature.
There were evidently many thousands of off-list-lowers imported in bulk during a short window of time, creating a situation where the legislature could just ignore the issue, or outlaw such guns in the future, creating thousands of newly legal "assault weapons".
