I think this reviewer has it wrong. I've read a couple of interviews with Eastwood about this movie, and repeated again and again is Eastwood's message that he has no intention of retiring nor of limiting his options by making declarations such as "this will be my last (insert item here)." Indeed, he's mentioned several times in interviews that filmmakers who retired too soon probably had a lot left in them and it's too bad they retired.

I certainly hope he is not retiring.

I certainly hope he is not retiring. My stepfather (an actor as well) retired, and went into writing. He tried to get back into the business and was told by an agent they had never heard of him. He (my stepfather) has been on the silver screen and TV for over 40 years.
