Don Ayala of New Orleans is charged with second-degree murder in U.S. District Court in Alexandria.

That clears up the question I had. I wouldn't agree but I could understand if Mr. Ayala were charged by an Afghani authority. The fact that charges were brought by a U.S. authority is disgusting.
