I think he would only have a say had it been a tie vote. That's his only real power in the Senate Not quite true. He is, when he so chooses, the President of the Senate, it's chair as it were. He can rule on points of order, recognize speakers, and so forth. He is resonsible to see that things are done according to the rules. I think there is plenty of room there for him to *at minimum* make a statement and invite objections from the floor.
Oh and the Constitution *directs* that he be the one to open and read those "tally sheets" from the several states.
