I think concealed carry is more of a deterrent since the perps wouldn't know who, if anyone, was armed.

The optimal situation is for both to be legal and common; I would expect that open carry will be more likely to discourage criminal attempts, but concealed carry is necessary to protect against crooks who would seek to attack in places where nobody is carrying visibly.

Her gun was actually in her truck. She didn’t put it in her purse, and bring it into the restaurant, because that was against the law. So she, and the other law abiding citizens in Luby’s were at the mercy of the shooter, who clearly wasn’t interested in abiding by the law.
