Yup, and around where I live these days if you have a septic tank and it fails (a condition for which there is a fairly objective test) you must tap into the sewer system else you lose your permit to live in your home.

For most folks that would result in an abandonment of mortgage payments as well.

Foreclosure is sure to result.

There is no "right to pour raw sewage" any more than there's a "right to drive drunk" (neatly bringing that back around to one of our sub-themes in this record breaking, if not DUI breaking, threads.
