No, you simply have your public charitible trust purchase or lease the land from each land owner. This system has been in use in many German states as well as Denmark for centuries and is as practical as any other for dealing with the issue of how public services are accessed from private property.

There are variations. On the other hand, many utility lines are handled with nothing more than an indeterminent easement. That's how I get my phone service ~ wire crosses my property "somewhere".
