They use a thing called Barrett Law in Indiana to build the sewers and public school buildings. You can also have privately owned power, water and gas lines, and telephone lines, cable, etc.

In fact, you can do pretty much all of that anywhere.

There's no particular reason public right of way needs to be owned by the government. Enabling legislation that provides for public charitible trusts is sufficient to get around all those hurdles.
