In George Washington's day slaves were not privileged to hop on a horse and ride it anywhere but on the master's own property. You could have asked George Washington about the situation. He might have added that slaves weren't allowed to even do that.

I love being equated to a slave by the law-and order crowd.

The question was about use of “public right of way” ~ not slavery. But someone brought up Washington so a little local color was called for. George owed a lot of stuff around here.
