Actually, there ARE some subsidized housing projects where the local authorities have evicted people for drug abuse or other criminality by tenants and their families. Your analogy is precisely wrong.

And there are some who were smacked down by the court when they took it a step too far. The CHA comes to mind. Not so much the conditions, as the enforcement of the conditions is where the injustice is found here. It turns out that even in public housing the first, fourth, fifth amendments apply, even if not specifically mentioned in the lease.

Could be, but one solution that's working great is to build fences that restrict where folks who don't live in the developments can go.

Plus, they revised the standards to evade the court's rulings by adding stuff about "convictions" ~ and now the pukes can't even visit grandma whereas before they could.

Not sure dopers came out ahead on the deal.
