OK. I'm intrigued. Who should decide on "a case-by-case basis"? And how?

And why "no deadlines"? "Deadlines" for what? Do you mean that there would be compliance requirements, but that there would be no deadline for meeting them? No consequences for failure?

I would very much like to know exactly how you would propose to "help the poor"...

Kicking people out of housing on an arbitrary date that does not take economy or the people’s ability to obtain employment is not a good idea. Social workers can review cases and make recommendations on how to get people to a point they can make it on their own.
