As two whimpish American Admirals have explained recently, apparently when you start killing pirates there is no end legal and diplomatic difficulties that arise. Bush apparently is happy to keep around bureaucrats in uniform who have no starch in their collars. It is just another sad day in a really sad failure of an administration.
