Okay - what is a “substantial reward”?

If it were me - that would require some thinking. 10% at the minimum. And I imagine $100k would keep the clerk from getting a lawyer. (Or - maybe incentive to GET a lawyer).

50% would also not be unreasonable, and PERHAPS I would do that.

I wonder if anyone would say “Oh dear. Well son, that was my mistake and I threw the ticket away! It’s yours now, so do what you wish.”

Or, the clerk hides the ticket, marries the old lady and kills the lady for the inheritance including the %1 mill. (Just saw the “Monk” rerun with that type of storyline!)

I think I would give the cleark the maximum non-taxable gift ($10K) for two or three years. That way, the clerk is enriched, and Uncle Sugar isn’t.

Just my $.02.
