Docking and clipping of dogs’ ears and tails is done by licensed Veterinarians also under anesthesia.
Not by some dumb emo broad who probably looks like a pincushion operating out of her basement with no anesthesia to turn an illegal buck on Ebay.

Those physicians who reported not using anesthesia cited concern about adverse effects and a belief that circumcision does not warrant anesthesia.7"
While most vets do use anesthesia the reason is because it is easier for them to perform the operation with the puppy unconscious rather than any special concern for the well being of the animal. Indeed breeders often do the procedure themselves and without anesthesia because they believe anesthesia is more dangerous for the puppy than the procedure itself. It is neither unethical or against the law to do these procedures without anesthesia.
