I still think Rezko should donate his adjacent lot as a “Peoples’ Park” where folks can go live in tents until they get pie and can petition 0be regarding their grievances.

I think the article is saying that during the next 4-8 years, "President" Obama, his family and retinue will be returning to Chicago on a regular basis, contrasting it with the Bush family's Kennebunkport and Crawford retreats. Anotherwords, Barack isn't an elitist snob, but rather a "down-home, man-of-the-people" that will be returning to his roots to commune with the peasan...er, common man.
