Seems to me this might create a business opportunity in Nevada for transfers. So called clean trucks would complete the delivery.

Yea it might but still it's the principle of it. Cali is already a tough state to run in. I drove OTR for a while in the mid 80's. Cali then was not a preferred run even in a company owned truck. If you went into the LA area back then you had best be pulling a reefer or you'd be there a spell getting a load out. The Port Of Entry at either the Nevada or Arizona/Cali line as they called it was a PITA. It was like taking your rig through an armed forces entrance physical exam as they left no parts of it untouched.

Only one state was as bad at that time and I think for some reason it was Vermont. They closed the roads including interstate to trucks on Sunday. I have yet to figure out how they got by doing that one.
