They are a summary of what is on the base document which Hawaii calls a ‘birth certificate’. Hawaii actually doesn’t have any document called a ‘birth certificate’. It is just a shorthand way of referring to the base documents.
The base documents can be amended by testimony or other documents from individuals and that information will not be present on the new COLB. The original document could say he was born in Kenya and be amended to say he was in fact born in Hawaii and the COLB would only say he was born in Hawaii.
We need to see the actual birth certificate/base document.
Hawaiian law states that the only case in which a child born in a foreign country can receive a Hawaiian BC, is to be adopted under US Adoption law, by American citizens. Then a Hawaiian BC is issued.
Other than that, Hawaiian BCs are issued only to those who are born in the state of Hawaii.
