In 1961 the State of Hawaii was in business and issued all sorts of things, as they do now.

They seem to have a history of using many different terms to mean the same thing.

Fur Shur, that reference you gave says it's "black" or it's "green".

In the space of three paragraphs they refer to two documents 6 different ways.

Yes, but if you request a birth certificate from the state you were born in —even if you were born in 1961, you will receive a birth certificate very similar to the certificate produced by BO. It is just as valid as the original.
