Earlier, the Canvassing Board voted unanimously to include the 133 missing ballots from a Minneapolis precinct that voted overwhelmingly for Franken

How do they know how many votes Stuart Smalley got? They must have counted this batch before "they went missing."

What you speculate is correct. There are 133 votes tallied on the voting machine for which paper ballots could not be found for the recount.

I think Minnesota uses scanners. You mark your ballot, then feed it into the scanner. There were records of 133 votes scanned, but the paper ballots for those votes cannot be found.

Essentially, for those 133, it’s the same as for a computerized voting system with no paper record.
