They rarely do. Court reporters regularly exclude them from ordinary court transcripts, too.
I never hear people say how “articulate” people are in court. Obama has been praised on the basis of transcripts and 2 books that may have been ghost written seing as how they sound nothing like anything he ever says when speaking to the public. Does he dumb it down? Or has the public been sold a false bill of goods?
