These people are rude at the least and very likely troubled. Maybe they don't even want to go home and get a buzz from preventing people who do want to get home to do so expeditiously.
Apparently those lane obstructor are already hated so don't mind being hated on the highway.I had an airhorn installed in my last car that helped a lot and I'm getting a hankering for one in my Jag.

Not always. Some people “pace” other cars. They will zoom along until they get alongside someone and then instinctively they will stay at the same speed as that car. When they “wake up”, they will speed up again and find another car to pace. I think they just have trouble paying attention. It’s easier just to stay with someone else than pay attention to your speed.
My BIL always drives 5 mph below the speed limit. No matter the speed limit, he is always 5 mph below it.
