Gotta give'em some credit for being innovative. Maybe for their next project, they should try developing disguised guns like those walking-stick swords the Samurai developed for themselves in Japan when the Emperor tried to outlaw public sword carrying.

Imprecise aim + old frail person + one round + small caliber does not sound like a formula for success to me. Since it does not look like a gun, the intimidation factor is zero. No mugger is going to run away from an inhaler. You basically HAVE to pull the trigger for the weapon to have any effect. And once you do that well, I hope there was only one bad guy and you scored a head shot.
I also REALLY don't like the idea of Medicare getting involved in the firearms industry.

Excellent. I will write prescriptions for farmers and animal owners to a)euthanize livestock in emergency situations b)to protect livestock from predators and c)to use to scare crows away from gardens. Just as valid use to write a prescription for weapons as any and veterinarians have just as much right to write prescriptions as do the physicians. An AVMA study placed over 65% of the veterinarians in the conservative block...the liberals are on the left, right and Great lake coasts.
