I read the statement from the Hawaii official different than you. That doesn't make it untrue. it means we disagree on the meaning of what she said. The actual words were posted by someone else earlier and those words were what I was thinking of in support of my position. However, I do admit that I was unaware a foreign BC could be used to create a state BC. So, on that point I will concede that her statement does not mean what I thought it meant.
