Thanks, I read so much on this topic it’s hard to recall it all 100%. Is there a huge difference(a sense of Senate Resolution) or how does that work?

It's a non-binding resolution meant to share the opinion of the Senate with the other chamber and branches of government. It has no force of law. it does not go to the President for signature.
