This is not a “reliably Republican” district. It has been represented by a nominal Republican since 1988 but not before that and apparently not in 2009 either.

It doesn't look good for Anh. From my quick perusal of
this it looks like precincts 8, 9, and 15 are where most of the votes in Orleans remain to be counted, and
this map shows those areas to be generally around Gentilly and the 9th Ward. Hope I'm wrong.
