He didn’t. That’s just another silly internet rumor.
ALL vital records in Hawaii (and many other states) are sealed and only persons with a “tangible interest” can get access to them. “Tangible interest is spelled out in the state statutes to usually mean the person named on the document, their family and designees.
Can you imagine the illegal alien identity theft if anyone could gain access to anyone’s birth certificates?

Actually in most states birth certificates are considered public information.

Hawaii is an exception.
