Someone is getting paid to come up with crap like this--probably a whole committee of someones. And yet the majority of Michigan school districts are kvetching and moaning that they're going bankrupt, and that last year's state tax income hike just isn't going to cut it.

Why is an “H” any different than a “D” or an “F”? I don’t understand the idea behind this.
Why can’t we simply teach children without putting so much time, money and effort into these “programs”?
