So if that one Con MP Luc Harvey hadn’t heckled the Qb leader Giles Duceppe, and a few other baby boomer Con Mps had not left the government, this wouldn’t have been possible.
Take the ridings where the Con candidate lost by under 2% of votes, and you realize the new NDP-Lib-QB coalition government stole control with less than 8,000 votes.

Canada really and truly needs to reform the election system, it’s completely out of control.

In the US as well.
A Whitehall style parliamentary system is typically very stable. If you can get 40% or so of the votes in Canada, you end up with 60%+ of the seats in Parliament.
Occasionally, though, whacky things happen.
