It will never happen. But we should send Muslim countries an ultimatum and inform them that unless their ulema publicly disavow and renounce jihad, they will be met with complete destruction. I would like to think that waging stealth warfare is incompatible with peace and co-existence. They can have peace or war but the enemy should never enjoy the benefits of both.
