Sacramento, CA (AP) -- Gov. Arnold Schwarzenegger was expected to declare a fiscal emergency on Monday and call lawmakers into a special session to address California's $11.2 billion budget deficit.
California's revenue gap is expected to hit $28 billion over the next 19 months unless the governor and lawmakers take bold steps. Schwarzenegger and Democrats have proposed a combination of tax hikes and spending cuts, but Republican lawmakers have remained steadfast in their refusal to raise taxes.
Unless budget corrections are made quickly, the state is likely to run out of cash in February.
Lawmakers failed to reach a compromise during the special session Schwarzenegger declared last month, pushing the problem to a new Legislature that was being sworn in Monday.

Facing a state budget crisis in July, California Gov. Arnold Schwarzenegger fired about 10,000 temporary and part-time workers and ordered the 200,000 permanent employees to be paid only the minimum wage of $6.55 an hour until the legislature passed a crisis-solving budget. However, a week later the State Controller John Chiang pointed out that state payroll records could not be changed to accommodate the cut because they were written in the antiquated COBOL computer language, and virtually the only state employees who knew the code were some of the part-timers Schwarzenegger had just fired.

Suck it up, Arnie. If CA hadn’t rolled out the red carpet for every illegal border-jumper that slithered in, you wouldn’t be in such a mess.
Schwarzenegger won by promising to cut budgets and restore fiscal responsibility. When he got into office, the liberal legislature wouldn’t go along. Neither would the voters. They rejected his ballot initiatives and they kept re-electing socialists.

Here are some suggestions.
Place a tax on the entertainment industry. Tell them it’s for the children. In addition, cut all actors salaries so that they are in line with the production crews salaries. Actors shouldn’t be paid like CEO’s. Use the difference to lower the deficit.
Send every criminal in prison who is an illegal back to their home country. Send the families also. Use that money to lower the deficit.
Repeal all smoking,pollution and gasoline additive bans. In case no one noticed, even with these bans in place, California isn’t getting any cleaner. Use that money to lower the deficit.
That’s a good start.
