The regular police in India are armed with revolers and sometimes bolt action Enfield rifles. They certainly are not trained to take on terrorists with automatic weapons.
I am not surprised they hid instead of fought.
The police do not encounter the same level of violence and are not trained for it.
Most of the threats they have faced have been from bombings or single armed individuals. This is a new threat.
On the other hand..their intelligence service has abilities ours does not have..wire taps and searches. They have prevented a lot of attacks.

Coclsuion from your post. They were warned and were provided exrtra security consisting of seriously under armed and poorly trained police officers. Let me make my reservation now.
