That might well have happened, but all we heard was "the-sky-is-falling...ban freon". Ahhhh, but they've got some new stuff that won't eat up the ozone...and we're going to hve to replace every cooling system in the United States.

It just didn't make sense...if the patents ran out, then there was no need for a big campaign to "ban" the stuff.
