What we had in WW II was a military obligation. There is a difference, but when it comes to "community work," the difference is huge. You get what you pay for, i.e., nothing.

In New Zealand during the forties and fifties we had something called “Compulsory Military Training” which was sometimes called “Compulsory Military Service”.
I guess if you can compulsorily “Serve Time” in gaol you can equally “Serve Time” in the Military...
If it's mandatory, it should be called servitude, not service.
