You don’t have to be a “natural born citizen” to have a passport, just a citizen.
The issue for him, and the position he seeks, is the Natural Born part.

I am NOT a natural born US Citizen, but since I am a naturalized US citizen, I have a US passport. Zero may have obtained a US passport based on his COLB certificate from Hawaii.
