No matter how tempting it may be, I would definitely avoid all alcohol until you know the situation is clear -- if you are at all dehydrated and/or low on nutrition then the effects of alcohol can be much more dramatic than normal, and you need a clear head right now....
For the most part, yes...but a sip each if the authorities show up might be enough for a rough IFF system...perhaps hold off unless the good guys show up.
