Yes, why would a locally based group choose to assault in boats? They would have so many more options on land, unless the water routes/access points were just a lot more vulnerable,

(AQ)training camps,,,(by sea),,,
CNN had a map that showed attack points from one end of
the city to the other,,,so,,,
Some were already there,,,drove/walked from a safe-house,,,
IIRC the attacks started about the same time,,,(9:30 pm),,,
They all seemed to carry their ammo/etc. in backpacks,,,
Weapons too ,,,
Nobody would look twice at a guy with a pack...

Has there been any indication of how many men were involved in each (or any) of these attacks? Or how many boats have been found? I get the impression this wasn’t really a very large operation. Maybe 100-200 men. And it didn’t require a lot of logistics or financing. AK-47s and grenades are cheap, and so are rubber boats. I have seen no mention of RPGs or satchel charges.
One of the reasons for a attack from sea is operational security for the terrorists. No last-minute snitches or second thoughts about “martyrdom” to screw things up. This would be especially important with a large force, as this certainly seems to be.
