See that's the problem, Somalia doesn't really have any effective government. The country has been in anarchy for at least a decade. They've become the world's problem and the world needs to deal with it. At least India seems ready to step up to the plate.

I don't understand how they successfully get away with this. How are we not able to lock in on them with our satellites, track their movement, and then send a missile into their craft when they're in a good target location?

I mean really, how the hell can they make a successful getaway with 21st century technology? It's bizarre that they'd even make the attempt.
