And the children of citizens of the United States, that may be born beyond sea, or out of the limits of the United States, shall be considered as natural born citizens.

I'm recalling that this language from 1790 was modified in 1795 to read "... shall be considered as citizens." This would mean an intentional distinction from natural born citizens.

Maybe, and maybe not, you'd have to look at the debates surrounding the change, to see if such was their intent.
