I am afraid you are right. Obie is nominating Senators for positions because he knows there is no way in he!! their former comrades will go after them. They will be purely figure heads. The real dirty work will be done by the undersecretaries who do not have to go through the approval process.
Pay close attention to the 3rd and 4th persons in these organizations. The will cause great damage while flying below the radar.
