I think he included McCain so as not to be "picking on" Zero. Although McCain has already shown his BC and Congress ruled he was eligible.

Did the resolution expanding the definition of “natural born citizen,” widely touted as a very gracious move by Obama toward his rival, fail?

It did fail, because the Naturalized Citizen clause.

Leo mentioned that the Senate “ruling” to say McCain was eligble was meaningless and illegal. They cannot decide it. I think only SCOTUS can. ??

Congress passed a non-binding resolution. See Michigan Law Review First Impressions Volume 107 for issues about McCain.
