We tried that whole 'pacify' thing in Somalia once. IIRC, it didn't work out so well. Of course Clinton was in charge then. I'm sure that our new President will deal harshly with muslim terrorists....oh crap....never mind.

We don't have to pacify Somalia. We just have to make them understand there will be severe consequences if they harbor pirates. Piracy doesn't tolerate high operating costs and we can certainly close Somalia's harbors.
Another thing we can do but won't is to rescind the international law(agreement) that prevents merchant ships from being armed.
