I think Bush is referring to a $25 Billion loan authorized about a month ago. (anyone have a link) Bush isn't asking for new money.

That money has condidtions attached to it. It is supposed to be used only for re-tooling to make the cars “greener”. None of it goes for legacy issues such as health care costs etc.

you are right, the money the article is referring to is $25 million the fed lent to the big 3 to encourage them to build hybrid cars
