And what happens if you refuse to participate, jail? I have a soon to be 18 yr. old and an soon to be 17 yr. old. Both of my boys said NO WAY!

Your boys' participation records will be made available to college admission officers, and refusal to participate (or dismissal for "bad attitude") while in college will terminate their eligibility for financial aid. It might also be made a condition for receiving a diploma (with colleges who refuse to participate being cut off from federal funds).

My son will be going to college this fall, I am paying for it. And if that is the case, he can skip college, I know of my successful people who are very comfortable without a college education and I know many with a college education that are just scaping by. They are not going to blackmail me or him.
