He was appointed chancellor but when the offices of chancellor and president were combined he received the support via plebiscite of 80% to 90% of the voters.
Does that count as an election?

No.

The Anschluss was supported by 90+ percent of Austrians.

Neither of these plebiscites were anything near “fair” or “free”.
