Especially up in the mountains, I would think. Or North Dakota. Northern Wisconsin. Upper Peninsula. Montana has a lot of liberal transplants. Anything west of Iowa has water problems. Soil, trees, game and growing season would be considerations.

In reality, I suppose there may not be anything such as completely safe, but certainly one can get out of the way of the avalanche and wait it out, especially those of us who are too old to really fight or have young children/elderly parents to protect.

I take it you have never been to Oregon? Here is a hint: our two state school mascots are The Ducks and The Beavers! The volume of the Columbia River (which seperates Washington State from Oregon) is larger than all other rivers in the US, except the Mississippi and the St. Lawrence (which drains the Great Lakes!) With a much smaller basin. Why? It rains all the dam time here. There are rivers EVERYWHERE, even the dry part of the state has rivers.
